LIEPAJA (Latvia)


liepajaLiepaja is situated by the Baltic Sea in the south-western part of the Republic of Latvia, by the lake Liepaja. As far as the number of inhabitants is concerned (87 000), it is the third largest Latvian city. The beginning of the city dates back to the 13th century. In 1625 Liepaja received the city rights along with trade privileges. The true heyday of the city, however, took place at the end of the 19th century. In 1697 the building of Liepaja port started. The city is a place where Swedish, German, Russian and Finnish influence meet. For some time in its history Liepaja was even the capital of Latvia.

Among the places worth visiting in Liepaja, the St.Trinity Church must be mentioned. The organs that can be seen in this church are one of world's biggest mechanic instruments. In St. Anna Church one can admire the largest wooden altar in Latvia. Liepaja Theatre is the oldest professional theatre in Latvia. Liepaja is also a city which has the country's greatest number of wooden buildings. Karosta (the Naval Port) is the largest historical military area in the Baltic countries. At first it was a military base of the Tsar Russia and then it belonged to the USSR.

Liepaja is Latvian second most industrialised city. Among the industries of the city there is metallurgy, textile and food industry as well as furniture, timber and port industry. In 1997 the city received a status of free economic zone. Entrepreneurs from Denmark, Germany, Switzerland, Russia, Sweden and Lithuania have their companies on the premises of the zone.

The agreement on co-operation between the cities was signed in Gdynia on 12th October 1999 for the two-year period. On 31st May 2001 this agreement was prolonged for an indefinite period of time. The agreement stresses development of direct contacts between the inhabitants of both cities, co-operation of cultural, scientific, educational and sport institutions, as well as firms, economic and financial institutions, social and self-governmental organizations.


The effects of the co-operation:
  • the project entitled: "Presentation of the city and the region of Liepaja" carried out by the Gdynia City Hall, whose main task was to present economic, cultural and scientific possibilities of Liepaja and Gdynia as well as to sign the agreement on co-operation, The project was co-financed from the Small Euroregional Projects Fund within the Phare Cross-border Co-operation Programme - October 1999
  • co-operation within the Euroregion Baltic and the Union of the Baltic Cities (UBC)
  • participation of representatives of Gdynia in the ceremony of 375th anniversary of obtaining the city rights by Liepaja - March 2000
  • participation of youth from Liepaja in the 8th Twin Cities Sporting Competition in Gdynia - May 2000
  • visit to Gdynia of a group of 12 grown-ups and 25 children at the age of 10-14 years from the Social Care Center from Liepaja led by Dominicans - August 2000
  • participation of the non-governmental organizations from Liepaja in the Baltica Congress in Gdynia - September 2000
  • participation of the representative of Gdynia in the UBC meeting - Agenda 21 and in the meeting of the UBC Commission on Environment,
  • participation of the Gdynia delegation in the project in Liepaja: "Democracy at the Local Self-governmental Level Based on the Example of Gdynia and Liepaja". The project was co-financed from the Small Euroregional Projects Fund within the Phare Cross-border Cooperation Programme, Poland - Baltic Sea Region - May/June 2001
  • visit of Gdynia representatives to the Association of Poles in Latvia (the Association was presented with Polish course-books and literature in Polish) - August 2001
  • study visit of the official Liepaja delegation to Gdynia. The aim of the visit was to get to know the investment campaign of Gdynia and the entrepreneurship programme as well as to compare the achievements of Gdynia with the experiences of Liepaja - November 2001,
  • study visit of Liepaja teachers to Gdynia - December 2001,
  • participation of the youth from Liepaja in the 10th Twin Cities Sporting Competition in Gdynia - May 2002,
  • representatives of Liepaja planted a symbolic tree in the Twin Cities Avenue in Gdynia - May 2002
  • realisation of the project: "Support for Tourism Development on the Examples of Gdynia and Liepaja" (time of realisation: 01.12.2002 - 31.07.2003). The project is co-financed from the Small Euroregional Projects Fund within the Phare Programme - Polish Eastern Border.
