KARLSKRONA (Sweden)
The city was founded in 1680 on the initiative of Karl XI to protect the fleet and demonstrate the power of Sweden. Beautifully located, the city spreads on 33 islands of Blekinge archipelago on the south-eastern edge of the Scandinavian Peninsula. It is a typical seaside city with a modern small shipping port situated almost in the centre of the city. Recognized as a naval history treasure, Karlskrona was included in the UNESCO World Heritage List in 1998. The city has about 60 700 inhabitants. Visitors to Karlskrona may admire buildings erected in 16th-17th century - the period when Sweden was a superpower. Among the monuments of naval history one can visit 300-meter long rope-making shed, Kungsholm fort as well as Drottningskär citadel.
The city is a fast growing IT and telecommunication centre. Telecom City - a network of about 100 IT companies operates in Karlskrona. In 2001 the city was distinguished as the fastest developing Swedish city.
The twinning agreement was signed on 09th November 1990. It covers the cooperation within environmental protection, transport, industrial issues, education, culture, sport and tourism.
The effects of the cooperation:
- gift from the Arbetsmarknadsinstitutet in Karlskrona to the Cerebral Palsy Victims Help Association: computer set and Xerox
- Municipal Welfare Centre (MOPS) in Gdynia came into contact with Karlskrona within the programme SALIDA in May 1995. The purpose of the programme was exchange of the experiences and methods applied to solving social problems such as alcoholism and drug addiction. The programme made it possible for the employees of MOPS to get acquainted with the conditions and methods of work of the social welfare in Sweden. Within this project MOPS hosted Swedish social workers in its centres.
- TEM/TER project -Trans European Motorway/Trans European Railway - it is a transit motorway connecting northern and southern Europe, from Gdynia/ Gdańsk to Athens/Ankara and in the north from Karlskrona to Oslo (TEM Scandinavia). The ferry connection Gdynia- Karlskrona , which is the result of the cooperation between the two cities, is an important element of the planned motorway. In Poland the TEM Amber Motorway Cities Association was established (the declaration of the Association was signed by 6 Polish cities) to coordinate the works connected with building of the motorway on the Polish stretch. Gdynia was the founder of the Association. Karlskrona is the leader of the TEM Scandinavia Cities Association in Sweden, the declaration of which was signed by 11 Scandinavian cities. Both associations engage in the work to create a lobby for the realization of TEM/TER project.

- Cooperation between Polish Navy and one of the yacht clubs in Karlskrona on the organization of the first canoe race of seamen from Gdynia through the Baltic Sea on the route from Karlskrona through Tarno, Ahus, Simrishamn, Bornholm, Sandvig, Gudheim, Svaneke, Dueode, Darłowo, Ustka, Łeba to Gdynia. The distance was 270 sea miles (that is 500 km)- June 1996
- MEDIATOUR-meeting of journalists of both local and national newspapers, radio and television. The purpose of this meeting organized by spokespersons of the City Halls of Gdańsk, Gdynia and Sopot was to promote values of our region as a tourist region. In 1996 in the course of the meetings the Lion Ferry company invited journalists to Karlskrona ( the programme of the visit covered sightseeing in the city, meeting with the local authorities, press conference on board of the Lion Queen, visits to the editorial offices of two local newspapers.
- The "Baltic Bridge" project connected with the development of passenger shipping and cargo shipping between Gdynia and Karlskrona promoting the establishment of twin ferry terminals in both cities
- Opening of the Honorary Consulate of Poland in Karlskrona-September 1996
- Cooperation on creating of Euroregion Balitic - March-December 1997
- Karlskrona's aid to the victims of flood in the southern Poland
- providing schools with medicines and equipment (benches, chairs, desks and blackboards)-August 1997
- organization of a camp for 40 children in Karlskrona - August 1997 - participation and co-organization of the Contact Convent-a meeting of representatives of business and trade from 8 Baltic countries: Poland, Russia, Lithuania, Latvia, Sweden, Denmark, Finland and Norway. The first two-day meeting took place on the turn of July and August 1997 on board of the Lion Europe ferry in the course of the voyage from Karlskrona (Sweden) to Gdynia and back. This undertaking organized by Baltic Business Center, The City Hall in Karlskrona and the Swedish firm ALMI enabled 150 companies to participate in more than 1000 business meetings. The second meeting of Contact Convent '98 prepared jointly by, among others, the local authorities of both cities took place on board of Stena Europe ferry on the 14th of September 1998

- study visit of the representatives of administration of Swedish communes who were involved in building industry. The visit was organized by the Honorary Consul of Poland in Karlskrona in the cooperation with Economic Policy Department of the City Hall of Gdynia- May 1998
- 4 members of motor hang-glider section of the aeroclub in Gdańsk made a motor hang-gliders flight from Poland to Sweden without intermediate landing on the route from Gdańsk-Gdynia to Karlskrona. Apart from the mention in the Guiness Book of Records the flight had as its purpose to promote the two twin cities: Gdynia and Karlskrona- June 1998
- study visit of a group of 15 librarians to Karlskrona. In the course of the stay the participants paid visits to among others the Museum of Librarianship, school libraries ( elementary school and high school) and the public library-September 1998
- visit of the representatives of Navy and the delegation from the ward of hospital in Karlskrona dealing with hyperbaric medicine. It was organized within the cooperation between the Institute of Sea and Tropical Medicine in Gdynia and the Department of Hyperbaric Medicine and Sea Rescue- October 1998
- opening of the Baltic Business Center Gdynia-Karlskrona in Gdynia
- Study visit of the Stevedore Company to Port of Gdynia Authority- June 1999
- Visit of the Karlskrona City Board to Gdynia -June 1999
- Study visit of representatives of Gdynia to Karlskrona with reference to issues of crime prevention, starting cooperation between the City Hall of Gdynia and the Swedish police- July 1999
- Study visit of the headmasters of technical high schools in Gdynia to Karlskrona-September 1999

- Participation in the Polish- Swedish Twin Cities Conference within the 1st Euroregion Baltic Expo '99- October 1999
- Study visit of representatives of Swedish police from Karlskrona to Gdynia. The guests took part in the meeting in the Police Headquarters in Gdynia (KMP). In the course of this meeting there was presented the organizational structure of Police Headquarters in Gdynia, the main rules of commanding prevention forces. There were also discussed issues referring to foreigners detained on Polish territory and there were presented rules of functioning of the criminal department of the Police Headquarters in Gdynia. There were also presented problems connected with the fight against drug crimes and informational policy adopted by the police station in Gdynia. The meeting had as its aim to define common problems which Polish and Swedish policemen face and create an experience exchange programme. The Polish side was represented by Police Chief and the head of the Police Headquarters in Gdynia. The guests had the opportunity to see the police station in Gdynia Chylonia and receive detailed information about the work of the station. In the City Hall of Gdynia there was held a meeting of the representatives of Swedish police and the local authorities of Gdynia, representatives of the Safety Commission and the Chief of Pomorskie Province Police - Mr. Stanisław Białas. As a result of the talks the guests agreed the cooperation programme and the programme of mutual training visits with each other- November 1999
- Return visit of police from Gdynia to Karlskrona in order to get acquainted with Swedish methods of fighting against crime and drug addiction. In the course of the visit a proposal had been put forward to start a closer cooperation between the policemen from Gdynia and from Karlskrona on the eradication of drugs. The purpose of the cooperation was to create liaison officers. Such cooperation would be very useful especially in the case of exchange of information about the already existing and the newly introduced intoxicating stuff in both cities- March 2000
- Visit of the representatives of the Gdynia City Board to Karlskrona connected with the 10th anniversary of the cooperation between Gdynia and Karlskrona-there was signed a detailed programme of cooperation between the two cities for the years 2000-2001- May 2000
- Giving the name of the "Square of Gdynia" to a square in Karlskrona. This happened as a part of the celebration of the 10th anniversary of cooperation- the 12th of May 2000
- Meeting with 25 economists from the City Hall of Karlskrona in Gdynia. During the meeting there was a presentation of the City of Gdynia and of local organizations. The representatives of particular departments of the City Hall in Gdynia presented the financial and tax system in Polish municipalities, the structure of the public sector in Poland, the system of political elections in Poland, the political parties and the organization of the City Hall together with the level of its computerization- June 2000
- Visit of the representatives of Swedish police to Gdynia. In the course of the meeting a schedule for the cooperation and the plan of trainings for the year 2001 was decided on- September 2000
