Michał Guć Deputy Mayor of Gdynia for Innovation IssuesA third-generation inhabitant of Gdynia. A graduate of High School No 3 in Gdynia, a civil engineer with a degree in economics.

His responsibilities cover: obtaining EU funds, cooperation with the non-governmental sector, functioning of neighbourhood councils, senior citizens activation and support, social aid - preventing social exclusion, social economy, local community revitalisation and organisation programmes, architecture and construction administration, environmental protection, waste management, modern technologies, social innovation, the Pomeranian Science and Technology Park Gdynia, the Experyment Science Centre. He was an initiator of the "Open Schools" programme, the implementation of which he currently coordinates. He is the chairman of the Social Council for Persons with Disabilities and the Gdynia Council for Senior Citizens. He is the Mayor's Plenipotentiary for Active Citizenship Issues.

He began his social activities in the 1980s with the independent scouting movement and "Solidarność" which was then operating underground. He worked towards the establishment of the Scouting Association of the Republic of Poland. His next experience was the re-establishment of the YMCA in Gdynia, where he worked as a programming director and then a president, at the same time serving on the Executive Committee of the European Alliance of YMCAs in Switzerland.

He supported the civil society and local governments within programmes implemented by international NGOs as well as European and US government programmes. This activity was carried out not only in Poland, but also in Hungary, Lithuania, Ukraine, Georgia, Armenia, Serbia, Croatia, Macedonia and Mongolia.

A series of books and dozens of articles on civil society, public administration, social participation, NGOs and social economy written by Mr Guć have been published in Poland and other countries. He is also the author of studies and expert opinions commissioned by: the Chancellery of the Prime Minister of Poland, the Institute of Public Affairs, the Batory Foundation, the United States Agency for International Development (US AID), and the East Europe Democratic Centre.

He is the initiator and author of a complex programme of cooperation with NGOs - the first in Poland and Central and Eastern Europe. This novel solution, referred to as the "Gdynia model" was given an award in 1995 in the "Local Innovations in Communes" competition and become a model for many Polish towns and cities. In 2009, the Gdynia Cooperation Program was given an award in the European Public Sector Award competition. He is a holder of numerous awards and distinctions granted by NGOs in recognition of his contribution to the development of the civic sector (among others, the SM Ambassador and Homeless People's Friendly Politician). He was the first winner in Poland of an award granted by the Foundation in Support of Local Democracy for "outstanding achievements in building up local democracy".

For his merits in activities in the fields of local community, development of democracy and local governance, achievements in professional and social work undertaken for the benefit of the country, in 2010 he was awarded by the President of the Republic of Poland with the Gold Cross of Merit.

As a representative of the Association of Polish Cities he is a member of the Public Benefit Activity Council of the 3rd and 4th term, where he works in a legal team and develops legislative policies friendly to the civic sector.

His wife Iwona is a community midwife in the districts of Wielki Kack and Karwiny and an antenatal instructor. They live in the district of Dąbrowa, with their son Maciej. They share a passion of travelling.
